Where the spenders are seated, how much that comes to per person, and where the work is done.

Figures cover: 2018–2026, all years · CPV 228

The county is the one of the authority's seat, so Bucharest also gathers the spending of ministries and national companies. Spending per person and place of performance show what lies beyond the seat.

  • The period is not over: the data runs to September 2026, and the figures will grow with the next update.
  • 2018 is incomplete: direct purchases appear in the data only from April.
  • Late December 2023 is missing from the data (29–31 December and part of 22 December).

The largest authorities in CLUJ

The list follows the period, not the contract type or the CPV code.

Stream amounts lead to the purchases they were added up from. Direct purchases and offline purchases give the exact amount. For tenders, the notices of the period open, by main CPV code: the amount in the table is the contracts', dated at signature and split across lots.

How it is computed

County
The county is the one of the authority's seat, from the trade register. That is why Bucharest looks so large: ministries and national companies, which buy for the whole country, are seated there.
Population
Spend per person divides the amount by the resident population on 1 January of the chosen year. Over all years the amount is cumulative and divided by the latest year's population.
Development regions
The eight NUTS 2 regions are the sum of their counties.
Place of performance
Each tender lot has a place of performance. The table compares the money spent by the authorities seated in a county with the money for work performed there; money declared at regional or national level has no county and is counted separately.

Where it is spent and where it is performed: tenders

Tender money, once by the seat of the authority that spent it and once by the county where the lot is performed. A positive difference means more is performed in the county than its authorities spend.

Tender money spent by the authorities seated in the county, wherever the lot is performed.
Performed in the county
Tender money for lots performed in the county, whoever bought them. Money declared at regional or national level has no county and is counted separately, under the table.
Difference
Performed minus spent. Positive: more is performed in the county than its authorities spend, usually through national investment. Negative: its authorities buy work performed elsewhere.
